West Linn has one of the strictest tree ordinances in the Portland metro. Here's the reality: a permit is required to remove any tree 6 inches in diameter (DBH) or larger anywhere in the city. Protected species — Oregon white oak, Pacific madrone, and Pacific dogwood — require a permit at just 6 inches DBH, while other species are regulated at 12 inches DBH under some classifications. There are two main permit types: a Type A permit for trees not in environmentally sensitive areas, and a Type B permit for trees in steep slopes, wetlands, conservation zones, the Willamette Greenway, or Habitat Conservation Areas. Street trees require their own permit and mandatory replacement. Topping trees is prohibited citywide. Processing can take up to 30 business days, and unpermitted removal of trees 6"+ DBH is illegal and subject to fines, with mitigation (replanting) or a $675 in-lieu fee per tree required for approved removals.
