In general, trees on individual single-family lots do NOT require a permit to remove β€” making Tigard one of the more relaxed permit environments in the metro for typical homeowner situations. However, a permit IS required if the tree falls into any of six specific categories: (1) street trees in the public right-of-way, (2) median trees, (3) trees in sensitive lands (steep slopes, 100-year floodplain, stream corridors, significant habitat areas, wetlands), (4) trees planted using the Urban Forestry Fund, (5) heritage trees, (6) development-required trees. For commercial, industrial, and apartment/condominium properties, permits are usually required β€” most trees on these properties were planted as part of development requirements. Tigard's penalty for unlawful removal is steep: at least $250 per tree, but calculated based on the cost to plant and maintain replacement trees with combined caliper equal to the removed tree's DBH.
